A small open rotunda of the belfry complements the memorial complex in a quiet quarter of the city center. Supporting the neoclassical style located opposite the chapel with correct proportions, the three-time construction of the facade, the use of the Tuscan order, profiled architectural fragments and the hemisphere of the dome, the bell tower develops and complements the ensemble of the former Alchevsky manor in 1893, designed by O. M. Beketov in the late Renaissance style. Together with the monument to the employees of the Ministry of Internal Affairs, who died in the fight against crime, and the chapel, it forms a memorial space at the entrance to the cozy park.
